Project Great One Investigation Leads to Charges in Vaughan
A multi-agency investigation into fraud targeting a homelessness prevention program has resulted in charges against 15 individuals.
The York Regional Police Financial Crimes Unit, in collaboration with The Regional Municipality of York, has laid multiple charges against 15 suspects following a fraud investigation named Project Great One. The Regional Municipality of York reported on April 3, 2025, that its Homeless Prevention Program (HPP) was targeted by fraud. The HPP assists individuals not on other social assistance programs who are homeless or at risk of homelessness.
York Region staff conducted a review and found numerous applications with fraudulent information. It was determined that approximately $99,600 was fraudulently claimed between January 2024 and December 2024. Investigators concluded that the suspects were organized and coordinated in committing the frauds. Search warrants were executed at 12 residences and on 10 vehicles.
Among the 15 suspects charged with fraud-related offenses, Isaac OPPONG, 38, of Vaughan, was identified as the principal suspect. OPPONG was a pastor at Miracle Arena for All Nations from 2018 until 2025, and investigators believe he used his position to recruit others to participate in the frauds. The investigation is ongoing.
